This study aimed to develop a short-term, case-based ethics education program for counselors and examine its effectiveness in enhancing their ability to address ethical dilemmas. The program was developed through a needs analysis, literature review, pilot implementation, and expert validation, and finalized as a six-session curriculum. To evaluate its effectiveness, fifty-two intermediate-level counselors with 3 to 5 years of experience were assigned to an experimental or control group, and their ethical practice self-efficacy and readiness to address ethical issues were measured before and after participation. Results indicated that the experimental group showed significant improvements in both measures, supporting the program¡¯s effectiveness. Implications, limitations, and directions for future research are discussed.
