제주 강정마을 분쟁의 문제와 사회적 합의 모색 가능성

A case study of Jeju Gangjeong Village Conflict and Social Consensus

<요 약>

본 연구는 제주도 강정마을 분쟁에 대한 사례연구로서 연구자들은 강정마을 분쟁의 원인과 과정, 결과를 분석하여 사회적 합의 방법을 모색하고자 했다. 연구자들은 사례연구로 접근했다. 사례연구는 시간에 흐름속에서 현상의 동태적 변화과정을 설명하기에 적합한 방법이다. 연구 참여자는 강정마 을 주민들 중 군항건설 찬성측 10명, 반대측 10명을 선정했다. 자료는 연구 참여자들과의 인터뷰를 수 행하여 구성했다. Stake(2005)가 제안한 방법으로 접근하여 찬성 측에서는 31개의 개념과 7개의 범 주, 반대 측에서는 41개의 개념과 7개의 범주를 구성했다. 이를 분석 차원인 지역개발, 안보, 정서적 차 원, 행동, 외부인들에 대한 인식, 운동 차원, 결과 차원에 재배열하여 기술했다. 연구 결과에 근거하 여 강정마을에 분쟁은 사회적 합의 과정이 결여가 됐기 때문으로 분석했고 이에 연구 결과에 근거 하여 사회적 합의에 기초한 지역사회 통합 접근 방법을 제시했다.

<Abstract>

This study aimed to seek importance of social consensus and its concrete methods by analyzing causes, processes and results of the dispute of Gangjeong Village of Jejudo based on the research results. Researchers of this study approached a case study to explain the conflict as a dynamic process of changes of the incident of Gangjeong Village in the stream of time. As for research participants, researchers selected 10 people who are in favor of construction of the naval port and 10 people who are against it, among Gangjeong Village residents. By conducting in-depth interviews with research participants, the data was collected, and the data was analyzed following the methods proposed by Stake (2005). The data analysis results can be summarized as follows: 31 concepts and 7 categories were given to the affirmative side while 41 concepts and 7 categories were offered to the opponent side. This study described the situation by rearranging the analytical dimension in terms of regional development, security, emotion, behavior, perception of outsiders, movement and results. According to the research results, researchers reached an analysis conclusion that the dispute of Gangjeong Village arose because of the lack of social consensus process and proposed an integrated approach method of a community based on the social consensus.
